Default 1986 chevy cavalier ( lock out i think )

whats ups guys and gals ... i got a 86 cavalier convertible ... great car still in great shape .... dont think im allowed to post pic lol ... thats cool ... shes a great car but i went on the highway the other day and noticed that its not shiffting into like the OD ... i got a 2.0 OHV with a 3 series automatic transmission ... i was told that it was a "lock out" ... i pretty sure i found where it is located in the trans ... went to junk yard and was surprised to find one and took the side oan off and took out the filter kinda thing ... im not the greatest with cars but not to bad ... so i guess my question is ... is that the problem ... the car starts fine and shifts ... from 1,2,3 great no slips no nothing ... even manually shift it through the gears ... but when i get up to 60-70 kph it dont seem to gear down ... i dont know ... plz help asap ... dont wanna lose my baby
